I have all my documentation - just nobody knows how to resolve this. They all say one thing, but then I get a new surprise in the mail every time I turn around. I would call their gross negligence an extortionist tactic that should be brought to higher attention...
I have spoken to a few attorney friends back home, and they cautioned that if I piss off the wrong person, it'd only get worse since there's no recourse for lack of accountability in the municipalities... Then again, maybe they're worried about their reputations since they still live there.
