Unless...I was thinking the the pegs raise the filter from the adapter. Why? because look at the filter from the cup side to the stock side. Yes, the filter is much larger, but the adapter shrinks it down to stock size. Also, if the adapter sits flush, it contacts the air filter preventing the air from going through. So I'm thinking these pegs raise the filter off of the adapter as to not contact the filter to allow the air to pass through. But, if that's the case, the pegs are not a good solution because the pressure exerted on the surround of the filter is concentrated on those points causing the filter to bend. Now if they had a raised narrow perimeter in line with the pegs that would be better.
Could always trim off the pegs and if it causes a problem, dab silicon where the pegs once were and let it dry.
