I think you'd have a hard time getting something that said "THIS VEHICLE IS NOT LEGAL FOR STREET OR HIGHWAY USE. COMPETITION OR TRACK USE ONLY." street legal. The Cert of Origin for the Cup Cars is very clear:

Whether a state would ever sign off on it is another thing, but just the Cert is a major hurdle.
