I've been down this path and hit the same wall with fans. I suggest ducting air to your IC with shrouds and see how it does- first. Heat soak in traffic is moot, since the car isn't under load while in traffic. Your main concern should be when the car is at load for extended periods of time like at the track or long spirited drives. In which case, you'll have a lot of air flow- perhaps more than what the fans will provide (hopefully more air than 4-800cfms anyway). Furthemore, the fans may inhibit airflow more than help it at speed. It just depends on how much air that side scoop flows at speed and how fast your IC disipates heat. Only way to know is to try it out with and without the fans- and watch for delta T--preferably on a closed course.
