...i actually conducted quite a few honest international transactions in the first few years of the service, but the incidence of of advance-fee frauds has since grown far too high, leaving the service nearly-unusable for individual sellers, and ebay has no real reason to care as the overwhelming majority of their business these days is through bulk liquidators...i wish i knew a fix for your situation, but short of filing every fraud claim you can, i fear you're out of luck...
