Kit cars legal (again) in Georgia!!

Sorry for the late update. Gov. Perdue signed the legislation in April. It took the Department of Revenue a couple of months (!) to draft an emergency rule to execute the law, which they finished in late June. At that time, DOR also published final rules for discussion on their web site. These rules were substantially identical to the emergency rules. After 30 days, the permanent rules would take effect. I submitted my paperwork AGAIN (4th time) immediately after the emergency rules were published. All of a sudden, everyone at DMVS was helpful and prompt. An inspector came to my place of business, inspected my car and signed off on it. a week later, I got my tax bill, payment for which I sent directly to DMVS Salvage Section. A week after that, I had my new Georgia Motor Vehicle Title. All of these cars are now known as 'assembled' vehicles, and the titles are branded accordingly.

This is a different form than was available to me-I had to use the T-22R Inspection of a Rebuilt Vehicle form, with 'Rebuilt' scratched out and 'Assembled' written in. When the inspector came by, I asked him to write 'Assembled' on his report, which he did.

Btw, an 'Unconventional Vehicle' is a moped, golf cart, ATV, etc.
I cannot find the rules on the DOR web site, and they are not yet included in the vehicle title manual online, but here's the process:
Submit the inspection request form to the DMVS Salvage Section at this address:

You can either include all of your paperwork (title/MSO, invoices for parts and assembly, etc.) or not, but I would send it so DMVS can review it and ask for any other info they need. If you give the paperwork to the inspector, DMVS can't review it until he/she returns it to them. The inspection costs $100. This is in addition to all normal title fees. Once your car is inspected and all paperwork is approved, you will receive a Georgia title branded 'assembled'.
Some tips:
Split your bills for the kit, drivetrain, assembly, and other stuff into as many separate bills as you (or the dealer you buy it from) can. If you have one bill of sale for the entire car, you will get taxed for the entire car (I got taxed for the drivetrain only!).
Emmissions compliance is only required for cars titled in emmissions counties, mostly metro Atlanta. If you're not in an emmissions county, don't sweat it.
Don't try to do this through your local DMVS office. Deal directly with Salvage Section. Call them in Atlanta at the DMVS phone number, wait forever, then talk to a live human. The local office may or may not have someone who knows about assembled cars-bad counsel is worse than no counsel. You can ask your local office for a direct number to Salvage Section (no guarantee they'll give it to you), or you can get Salvage Section, ask for the name of the person with whom you deal, then call back later and ask for them personally to ask a follow up question. If you're lucky, they'll be tied up and you can leave your cell phone number. When they call back, voila!, you have a direct line on your call log.
Thanks to our state legislators, who restored our right to drive unique cars!
