Definitely wax the starshield. To prevent wax build-up along the starshield edges, use 3M blue painter's tape to cover the starshield edge before waxing. This way, the wax build-up will stick out without an edge to press-up against once the tape is removed during wax removal.
Unfortunately, I've found the only way to get it done is to use your hand, a microfiber towel, and some Meguire's clear plastic cleaner. Toothbrushes scratch the starshield too easily and are inconsistent in their movement.
