It is not very difficult to build a honda engine to take 9000+rpm. I've done dozens of race motors that do that all day long. Take a F20C it does it out of the box. Take a B18C with springs and retainers and it will take it all day long. Take a B16B the stock rev limiter was 8800. In the last year I've started on the K series and it's the same deal, give it some springs and retainers and it will live. Obviously you need cams to be able to benefit from the additional RPM. On the downside, as your drive the RPMs up your power band will become narrower and narrower as you fight to make torque at the top.
