The VIN can be "flagged" by the computers at the DMV as a federally non-road legal VIN. However, I have seen motorcycles that were clearly not federally road legal be registered and tagged for road use. I remember an Aprilia 250 two stroke with a non-US VIN being titled in Virginia a decade back.
