You just got unlucky it seems.
I have parked a couple of times at a nice restaurant near me and the valet guys let me park myself no problem. On another occasion last week in a central Philadelphia valet lot the attendant said I could park in the front space myself if I gave him 10 bucks. I parked, gave him 20 and he promised to keep his eye on it all day.
