Why would this be? The belt locks under sudden deceleration, the "pre-locked" retractor just starts out that way. The belt still stretches, the tear strips still tear, and the seat belt pre-tensioner still pre-tensions. The only difference would be that the seat belt locks a millisecond sooner...
