Well from my understanding, the belts are designed with the small amount of stretching before the mechanism locks. I can ask one of the NHTSA instructors if you would like but they told us to stop parents who llock their kids into booster seats with the pre-tensioned belt, in order to prevent further injury. Try it at your own risk, if you can find a drivers belt with locking retractors..
