The passenger seat not moving has nothing to do with weight. The seats are offset to the right on the Fed car (opposite for RHD cars). The frame (sills) taper in on the sides. Even if the seat was on a track, it couldn't move forward as it would hit the sills.

This might work with the 2006 throttle by wire system, but the 2005 models have a mechanical throttle - cruise control would be a lot more than an ECU update and a switch.
