Sure.

You can actually see the toe-link nut through the wheel (the bolt is actually the mounting stud of the ball joint), and even get a torque wrench on it with the under-tray still in place. But you get better access with the car in the air, and the under-tray off. Like when you are changing oil - which makes that a good time to make sure that you check the nuts. The diagram is of the left rear suspension of the car...
