It will need the first O2 sesnsor installed, this is what the ECU uses to monitor the combustion process and adjusts the fuel/air ratios accordingly. The second O2 is just used to monitor cat efficiency and could be left out (triggering the MIL/CEL of course). Now being that this is a decat you are talking about, the primary O2 sensor could be installed in either bung to get its readings (I saw on the other thread that one of the bungs was damaged).
