That sucks that it is both... you can take it to an exhaust shop and get them to weld in new bungs, but this is probably a stainless decat and I am not sure if they will have stainless bungs. I would just use Helicoils. I think it is a 18/1.5 thread (same as spark plug). Helicoils work great and you should be able to get a great fix using them (particularly if the stripped bungs are stainless).
