I would think insurance companies have more money than taverns in Wisconsin.
By the time someone gets to the 1st offense, it's time for a lifetime suspension. The 2nd offense should be lifetime imprisonment. That's sort of how it works in Germany, and isn't Wisconsin supposed to be New Germany?
