Yes. It makes sense if you understand that you really are not programming the key fob. You are programming the alarm to recognize the fob.

When you do the programming process, it clears the alarm's memory of the fobs. It then re-learns each fob in the process. The instructions should have had mention of "repeat this for each fob".
