Yes, exactly. If you tape over the intakes, there won't be any air coming from outside the cabin, only "recirculated" air from the footwells (IF you put on the fan). But when the AC is off, the air in the footwells is very often hotter than the outside air, as I'm sure you've discovered

However, even if the outside air is cooler than the footwell with the AC off, that air still has to travel though the system where it is heated further.
The only way to prove if the vent temperatures are cooler with the AC off and air drawn from either the nose or footwell intakes is to take readings. It is not an issue to me because when the fan is on, so is the AC. Michael Quote:

The whole heater/AC unit evidently has to come out to get at the recirc flapper and actuator. However, since the recirc light isn't coming on, I'm guessing the first thing to check would be the fuse to the actuator. It's not obvious (to me) which fuse that would be. Any ideas?

That would be fuse F15, however if that, & the switch checks out OK, then I would conclude that the fault is probably in the SPM. BTW, just because there is no indicator light, does not mean that the switch is not working.
