That's definitely NOT the fact.
Also the 2Xhp more without boost increase on stock hardware are not the only benefit, you can ask every Evora owner that got a tune. It's also about drivability.
Anyway, the pulley cannot be changed, PLUS the 1320 charger is already at its rpm limit... Otherwise it would be possible to build a crankshaft pulley but to change that, you'd need to take out the engine... Makes no sense on the 1320 for obvious reasons.
@kixo. You mean for the 2ZZ? It's available all the time, it's just a custom tune as nearly "everyone" wants or has a slightly different setup.
