According to California Revenue & Taxation code (CAL. RTC. CODE § 10753.2 : California Code - Section 10753.2) a car is initially put into a class based off of a market value determined by the DMV (there's no mention of the Kelley Blue Book, but I'm supporting or denying its use). Chances are, a new car is based off of retail rates as can be found in many publications, like the Kelley Blue Book. The VLF is based off 1.15% of the class value. For each subsequent year the amount the VLF is based on goes down 10% (until it gets down to only 15% of the original market value 11 years later.) Your car's value... every car's value goes down, for the purposes of determining the VLF, by 10% per year. It's not based off of the market value on a year by year basis. Technically the increase in VLF to 1.15%, from 0.65%, is a temporary measure that will expire at the end of June 2011, unless it's voted to extend it, in which case it will expire in 2013. Quote:
