It is a FEDERAL offense to disconnect an airbag!!!! You can however apply to NHTSA for an official exemption http://www.nhtsa.dot.gov/cars/testin...%20Request.pdf
There was a post by Tripleblack NJ that went into it in detail............ http://www.elisetalk.com/forums/show...ighlight=nhtsa We installed one in a clients car recently, in the passenger side cubby hole and it came it very nice............. Good luck...........

IIRC, it's against federal law for a dealer, repair shop, etc. to disable a required airbag without authorization. (ex.: It's not illegal for them to enable/disable the rear door airbags on my sedan, but it would be illegal for them to disable the dash airbags without NHTSA paperwork.)
I've never seen a federal law directly prohibiting an individual from doing it to their own vehicle, although several states have such laws. eta: If there is a fed. law prohibiting individuals from doing it, surely someone here knows the reference and will post it.

There is a firm in Maryland who will install a switch, legally. I imagine other states have similar outfits. I believe there are posts on here about it.
