A "brass monkey" is a metal plate with indentations intended to hold cannonballs. Cannonballs were made of iron. Brass and iron have different contraction properties when cold. When it was cold enough, the brass would contract more rapidly than the iron cannonballs atop it thus it was said to be "cold enough to freeze the balls off a brass monkey."
