It has been a few yrs since i lived in SC, but yes, they did require cash payment for speeding tickets, and this was long before cameras.
Several yrs ago, one cop got into hot water after he stopped 2 teenage girls for speeding. He took the one driving to jail, because she did not have money. The other girl who did not have a license, was left with the car, by herself on a lonely, infrequently traveled country road. He refused to take the second girl with him to the jailhouse. The parents weren't happy and the press had some fun with it, too. What a jerk.
