The problem that they were running into with this guy I was talking about was he had a (ex-) legit car that still had the "Police Interceptor" badge on the back and legit lights. Apparently it is not a crime to own or sell cop lights, only to put them on top of your vehicle*. He was even wearing what really looked like a police uniform. He was decked out, badge, gun, handcuffs, crappy hat, the works. I don't remember how they caught him.

*Side note, we have a guy in town who owns an antique cop car that looked exactly like the one in the Andy Griffith show. Black and white, badge painted on the side, red dome cop light, the whole shebang. The law recently made him take off the red dome light as it was "illegal". Then they made him paint over the badge on the side. It looks funny now.

It has been a few yrs since i lived in SC, but yes, they did require cash payment for speeding tickets, and this was long before cameras.

Several yrs ago, one cop got into hot water after he stopped 2 teenage girls for speeding. He took the one driving to jail, because she did not have money. The other girl who did not have a license, was left with the car, by herself on a lonely, infrequently traveled country road. He refused to take the second girl with him to the jailhouse.

The parents weren't happy and the press had some fun with it, too. What a jerk.
