Looks like a HUGE vehicle elevator. The center part on the arm looks to rotate and stay level, as the arm gets rotated from the top to the bottom. Then the vehicle is transported to the other level. Crazy looking way to do it.

Hmm.. Maybe a way to do a "lock" to raise or lower a boat? I don't see a road connecting to it. That would also explain the sealed like box on the bottom. It would be full of water.

I swear I saw a show on this. I think it's some kind of lift lock for boats. Yep, it's the Falkirk Wheel.

I love creepy stuff, what do you expect? I try to use a variety of things.
