I'd try Adam's All Purpose Cleaner on it. Should get the wax off without harming the paint.

One warning on that sticker: every one who sees the car will unfailingly ask you what the number mean. My new car had one on it from the previous owner and I had to take it off because it was annoying. Yours being black on black might help.

Remove it and soak it in vinegar.

The best way to get the decal on straight is to make sure the edges of the backing/carrier are square with the lettering. Once you have trimmed it square to the decal, place it with the backing/carrier still in place over the cover and adjust it so it looks straight to you. Take a couple of small pieces of masking tape and use them to temporarily tack the backing/decal in place. Now apply longer pieces of masking tape to the cover just up to but not over the squared edges of the decal backing on at least three sides. You will use these as your alignment guides. Now remove the decal with its backing/carrier still in place from the cover and remove and discard the small pieces of tape still stuck to it. Make sure you are happy with the pieces of masking tape you will be using as your edge guides. Once you are certain everything is lined up the way you want, peel off the paper backing from the decal, spray your soap water (or whatever you are using to allow small adjustments in the placement) on the cover and carefully place the decal/carrier between your pieces of guide tape. Once you have the decal/carrier positioned the way you want, use a roller or squeegee to press the decal lettering into place, then carefully peel back the clear plastic carrier making sure the decal stays in place on the cover. Finish up by removing the tape guide strips.

Use Stoner's Trim Shine:

Trim Shine is an easy-to-use, spray-on coating that instantly shines dull or faded plastic, vinyl, and rubber with no wiping or rubbing. Just spray and walk away!

It works great on anything black and will remove the wax.
