Well... I'm quite sure it provides downforce at standstill. But then again, at zero MPH, all wings provide downforce equal to their weight.

I think a gurney flap would be more appropriate and subtle:



That exige wing above reminds me of something like this:

Looks aside, a slotted flap, if well designed (a very big "if" in this case) improves downforce generation at low airspeeds, with very little drag cost. Could be worth looking into.

Looks not aside, that particular flap is fugly as hell.

well i'm glad someone was able to change the stock bits, but this one the replacement is a bit much.
