They are to keep their eyes averted and look downward at the ground until spoken to and then they may raise their head but only to look indirectly at our faces because our faces are too pure to be gazed upon by non-Lotus owners. (ex-Lotus owners retain that purity for an extended period of time too)

You can't do that. There is too much of a good thing here and the overwhelming purity would instantly destroy the eyes and optical nerves of all those who gaze upon that unearthly brilliant glow.
