I suppose you could try to argue that the bumper standard is an exemption and that somehow (?) this relates to the front plate mounting area.....but it's pretty thin.....(Source: Federal Registry)

It is thin. One cop let me off (in Ontario). Another gave me a ticket.

In court the judge did not accept that the bumper exemption equates to a plate exemption. But they did say I could hang the plate in the passenger area and waived the ticket. Again this was in Ontario, Canada.
