@OP, I think you'd find that to be a fairly standard practice in most states.

In Maryland they don't call it a sales tax, but it's calculated using the state's sales tax rate.

When you go to register the car you own, say you move here from somewhere else, they want to see what you paid in the 'sales' tax, and that would be deducted from what you would owe them in sales tax.

I'm sorry, but it's a pretty common practice (not saying it's fair or right, just common).
