Hi and welcome. While you will get some good advice here, this is a predominantly a US site and heavily Elise orientated (I'm guessing you're in the UK since you're asking about a Treg car). SELOC.org is a UK site that will be a great resource also.

Would be useful to know the mileage of the car, why so much work has been done, who carried out the work (dealer or private shop) and what OBD-II codes are being logged.

If the person who did all of this work can't make it run right it sounds like they are not very qualified on Lotus's. What you are describing is not a common problem. Could be as simple as a bad fuel injector. Could be very serious. Before buying have it checked over by a qualified Lotus tech. Also sounds like the engine was badly abused for it to need turbos and head gaskets. Almost no reason to replace all of the sensors unless A) you don't know what you are doing B) it was so overheated it damaged all of them. What is the mileage on the car and what trouble codes does it have? What are the cylinder pressures? The ECU should have the High Torque Upgrade. Nice but not required. It is possible but unlikely the ECU is damaged. Engine work on a Lotus V-8 can be expensive. Hopefully it is a minor problem.
