Black wheels from Lotus, LSS and standard, are painted.

I thought it's anodized, but not sure, that's why I ask...

Is there any performance or quality difference between the three treatments?

Painting is the least durable, but the cheapest and easiest. Powder coating is probably the second most durable, second most cost effective but may have negative impacts on the structure of the aluminum if they baked it at super high temp. Dyed anodized would be the best of both worlds, but more expensive and more specialized of a process.

Powdercoating runs between $70-$100/wheel depending on the shop...
