I have a CP9580, but it is not helping because I do not have a engine light on for it to read. I bought a 06 exige recently at an auction but it doesn't want to start unless I spray gas thru the top, which makes me believe that it might be a fuel pump issue. Is there a scanner that will tell what's wrong with the car and what to fix or replace or at least give some idea?

If there is no code to read, and you can't get the car to run, then the scan tool won't help. Even without a check engine code, the tool would really only be useful to log data from a running engine.

The most you can do at this point would be to check the sensor values and compare them to the normal pre-start sensor vales to see if something is off...

But it sounds like you need to check the basics, fuel, spark, air, and cam/crank timing signal. Then go from there.

I see an OEM Lotus scan tool for sale on eBay. I can't justify an OEM scan tool but if someone does purchase it perhaps a "Rental" arrangement could be set up for members too share it. I find it very difficult too find a good Lotus tech but perhaps this could suffice most of our needs? Please keep me posted as too if anyone purchases this or has access to an OEM Techcentre scan tool please!......
