This are the exact symptoms I had and it was the resistor pack issue. I used the method discussed in this thread to replace them putting them on top of the peddle box.

I agree on doing more diagnosis on if you need to look at the resistors first, as that is an extremely annoying and involved job. I just got done with it myself, with a garage and without needing the car to be working again shortly, and I still didn't like doing it.
All that said, if you're saying the car lives outside in Hawaii, then yes it is likely that the 'bathtub' which the blower housing and resistors sit in is waterlogged and has ruined the resistors or even more likely their connectors. Removing everything, running new primary wires to the blower, and relocating the resistor setup higher in the clam is the solution. Also, while you're in there, drill drainage holes in the corners of the aluminum tub area per the TSB.

If the AC works, wouldn't that mean the fans work? I don't know how it's set up to operate exactly.

I'm in VA, son and 2005 Elise are in HI. Trying to help him fix his broken fan. The fuses are good, AC kicks on when the button is pushed (but I don't remember the radiator fan kicking on), Does this point to the resister pack, or could it be something else? He does not have a garage, so everything is done in the driveway. If it is the resister pack, thinking it would be best to install a remote resister box. Is it possible to get to the wiring without removing the cowl?
Any Elise owners in Oahu willing to help him out?
