My seats need to be redone. I took a quick look where they bolt in (thinking of putting in my sparco evo 2's while waiting) and noticed it looks like the bolt is welded? [snip]

I believe you're seeing some adhesive (not weld) applied to the bolt as others have easily removed the nuts from there.
