I'm looking for a track, or runway in NY that's somewhat inexpensive, and also non-competitive, but I can't seem to find any place that you can just take your car and drive as fast as you want, with no races that's not in the UK.

Google New York Safety Track.
Nice looking track, but it seems like it's geared more to bikes than cars. It's a shame there aren't any other tracks closer to NYC that doesn't require a ridiculous membership fee (Monticello)...

Have you looked into NJMP?
They have two separate road courses?.

I've been there. Nice track. Still about two and a half hours away from me, unfortunately.. :(

But yeah, you are not going to find a safe venue closer than 90 minutes/2 hrs away from the city...

Lime rock is probably the closest. Raceway park has a smaller road course open for hpde's and the like. Cheapest I've seen.
