This going to cause balance issues with the crank? It's quite a small chip but the last thing I need a damage to my new motor...

I'd replace it... The pulley is a heavy piece, not worth the chance of vibration and eating your crank bearings. Should be inexpensive, a simple Toyota part. Could also cause premature belt wear.

It's 1/5 the cost of a new short block. .

Oh well, don't want to toast another block. I'll have to pick one up.

You may try someone that rebuilds 2zzs, such as MonkeyWrench Racing. Perhaps they have a used pulley they'd sell.
