I find it hard to believe that California is not on the "top 10 list".

No direct correlation obviously, but here are the top 10 communities for auto theft:
1. Phoenix, AZ
2. Miami, FL
3. Fresno, CA
4. Detroit, MI
5. Sactown, CA
6. Tucson, AZ
7. Tacoma, WA
8. Stockton, CA
9. Seattle, WA
10.Jersey City, NJ

So it IS hard to belive that CA is not listed.

Typically auto insurance rates are higher in metro areas.

In CA there's 4 major pop areas, SF Bay Area, LA basin, San Diego & Sacto. The rest of the state has quite a few residents, but it's rural.

Looking at the list the top 10 list, 7 of them are high density states with little rural pop. But, then there's AZ, NV & LA... Perhaps for them there's so little population/drivers outside the major metros the average is skewed. I can't explain those.

80% of New York State is quite rural as well, but my insurance in rural New York was twice what my insurance is here in the suburbs of DC even though my car in New York cost 30% of the price of my car here.

Insurance costs depend just as much on state regulations as they do on claims.

Weather, taxes, cost of repair, requirements to serve the risk pool, driver education, and other rules figure in as well.
