That is a bracket for the Lotus Driving Lights. You don't need it unless you want to put on the driving lights. Even then, new ones will come in the light kit.

Ahhh....that makes sense. They didn't seem to serve any real function by themselves so that explains why I couldn't find them. Thanks RoadDad.
