to paint the bumper, should i let the autobody shop remove the rear bumper and paint off the car or do the tail lamps and such come off well enough for a tape job on the car?

i'm blacking out my tail lamps area of the rear bumper to give it a bandit look.

if you are just having the bandit mask sprayed, just leave the bumper on. The shims (washers, bolts, etc) are a pain in the ass to get back on properly once painted and can make matching the contour of the bumper to the rear quarter difficult, no need to risk it. This is if they can do a slow, low heat cure on the paint that won't require panel removal.

The rear lights come right out with a deep well 10 mm (IIRC) socket. Make sure they hold onto them as they will fall onto the bumper as you get the nut off. Then just unplug the wiring harness. The little ones are held in similarly, but unlike the taillights, require removal of the trunk interior trim piece.
