I'm replacing the gaskets on the turbo oil outlets of my 2001, and I don't see any torque values in the service manuals. What's a good torque amount here? I'm always paranoid when tightening up gaskets. I'm guessing 15 ft-lbs?

Also, when I drained the oil I think I removed the wrong item (small bolt instead of larger nut that the bolt sits in?). I see the drain plug is torqued to 25ft-lb, but what about this smaller bolt now? Is it the same torque value? 25 seems a bit high.

15-20 ft lbs should be about right for the turbo oil return.

The small drain plug you are referring to must be a blanking plug that someone installed. The larger plug is the drain plug and it usually has the oil temp sensor screwed into the middle of it. They do break easily so someone probably just put in a blanking plug. Just snug it up and make sure it doesn't leak.
