Semi new to this stuff...

I checked the torque and they are at the correct 33ft/lbs for upper and lower.

But when I apply lateral force its fairly easy to move with my hand, say 10 pounds of force being applied in the video.

Is this normal or time to replace?

I'd say they are fine. You are moving them in a direction they aren't designed to resist. The bar is designed to pull the inside of a car "down" while in a turn; or more accurately keep the shocks and springs perpendicular to the road. You are moving the bar laterally, which it needs to a bit to operate properly. No need for concern, other than the fact you are using the stock bar, you should upgrade to the BWR bar. Its amazing how square the car feels in turns now.

I would replace them in the near future...no need to rush to replace them, but do replace them because they are worn.
