I don't know about anywhere else, but here in Chicagoland, they fix minor cracks in the roads with tar. Whenever it rains, that tar gets super slick and if the road is heavily repaired with tar... I feel like my rear tires get squirrelly all over the road. I often have to drive at 20mph just to keep in a straight line.

What's even more bizarre is when it is hot outside (75+ degrees) the tar becomes really gummy and I suffer the same problem. Does this happen to anyone else?

It's your camber. Adjusting the rear wheels to be more perpendicular to the pavement will help quite a bit.

I've noticed this.. When I changed tires, I didn't notice it any more.. I don't think it has anything to do with the tar though.
