The manual states that the free length of the valve springs in my 910 engine (1983 Turbo Esprit, Federal) should be Inner:42.2mm outer:48.5. Mine are (average) 41.2 and 48 respectively. +/- .1.

What is the minimum at which I should consider replacing them? I was expecting to perhaps have one or two off, but it appears that they are consistently off.

So the short answer then is I need to buy a valve spring pressure tester to actually know whether they need to be replaced?

JAE has an uprated set of valve springs that help the engine at higher RPM (avoids valve float) and are thinner wire, which keeps them from binding with 104 MOP cams (Federal cars were shipped with 107 MOP cams for emissions reasons). I have been replacing the springs in my engines as I go through them with these springs, along with 104 MOP cams.
