It's the optional window override switch, for the euro models. Overrides the obstruction auto reverse function for the one-touch window lift

Funny though, I think it was one of the first things I noticed on my car when I first got it

While you are looking around, the plug to the right of center is for the cylindrical bypass key. You should have 2. It is for bypassing the immobilizer manually. The button unlocks the fuel door or you can do it manually by reaching way up in the trunk and pulling a plastic handle. The knob is for dimming the instrument lighting. You should read the owner's manual.
